Too cold for 4-6 years old?

I am the first year T-ball coach and try my best not to anger any parent child. We had our first practice last week, but due to poor organization by the league most parents did not get notified until last night. I had planned another practice this past Tuesday, but due to wet fields and the threat of rain postponed until today, becomes the sea would have been a great day as storms never started until later to def jumped the gun. Well, the rain stopped yesterday, but only 46 at this time could reach 50 by the time practice 15-20mph winds. These children ages 4-6. The same applies to the parents feel it's too cold here, if his son to go to practice? Please only respond if actually living in the northern half of the country. No offense to our citizens in the south, in short all of you it is very cold when it is 60. It was then when most of us in New York are leaving the tee and shorts.
